Project stage

This project is at the pre-application stage.

The application is expected to be submitted April 2027.

When we receive the application, we have 28 days to decide whether to accept it for examination.

If we accept the application, you will then be able to register to have your say and view all the application documents.

 Pre-application - In progress

This is where the applicant starts to create their application. Government guidance encourages the applicant to engage or consult (or both) with people and organisations in the area. They must also create detailed documents about the impact the project could have on the environment.

It is important to get involved at this stage to influence the application before the applicant sends it to the Planning Inspectorate.

Find out what you can do at this stage and check our detailed guides.

Acceptance - Not started

This is when the applicant sends us their application documents. We check if we can accept the application for examination. We have 28 days to make this decision.

How the acceptance stage works and what happens next.

Pre-examination - Not started

The Examining Authority is appointed and is made up of one or more inspectors. Anyone who wants to have their say needs to register at this stage.

The applicant must publish that the application has been accepted by us. They include when and how parties can register to get involved. The time period for registering is set by the applicant but must be no less than 30 days.

The pre-examination stage usually takes about 3 months.

What happens during the pre-examination stage.

Examination - Not started

The Examining Authority will ask questions about the proposed development. The applicant and anyone who has registered to have their say can get involved and submit comments at each deadline in the timetable. You can also attend hearings that may take place. This stage takes up to 6 months.

What happens at the examination stage?

Recommendation - Not started

The Examining Authority writes its recommendation report. This must be completed and sent to the relevant Secretary of State within 3 months of the end of examination stage.

Making a recommendation.

Decision - Not started

The decision stage is when the relevant Secretary of State then reviews the report and makes the final decision. They have 3 months to make a decision.

Inception Meeting with Longmarsh Green Energy

UPDATE

Response from Longmarsh Green Energy

Longmarsh Green Energy Proposals – Public Meeting Update

Fincham Parish Council has received a response from Longmarsh Green Energy following the Council's letter of 16 October 2026 inviting the developer to attend the forthcoming public meeting to discuss its proposals.

Longmarsh has confirmed that it will not be attending the meeting. However, the developer has indicated that it welcomes written feedback from the Parish Council following the community meeting and has outlined its intention to consider consultation responses, stakeholder engagement and further technical work as it refines its proposals.

In its response, Longmarsh has provided initial information on a number of matters raised by the Council, including proposed separation distances from homes, underground cabling, construction traffic management, battery storage safety and environmental assessment.

The Parish Council will continue to examine the information provided and will use the forthcoming meeting as an opportunity for residents to share their views, raise questions and identify the issues they consider important.

The Council intends to collate the feedback received and submit written representations to the developer. Residents' views will therefore help inform the Council's response to the proposals.

The public meeting will proceed as planned. Residents are encouraged to attend and participate in the discussion.

Further updates will be provided as information becomes available.

Additional Information

Fincham Parish Council was made aware of the proposed Longmarsh Green Energy development on October 15th 2026, which includes plans for a large-scale solar farm, battery energy storage and a data centre as part of a wider development across West Norfolk.

The project is being promoted as a Nationally Significant Infrastructure Project (NSIP) and is expected to be considered through the Development Consent Order (DCO) process. This is a nationally determined consenting process for major infrastructure projects, rather than a standard planning application determined solely by the local planning authority. The final decision would be made by the relevant Secretary of State following the statutory examination process.

The Council recognises that proposals of this scale have understandably raised questions and concerns among residents, particularly regarding the potential impact on Fincham, the surrounding countryside, local roads, wildlife and the character of our village.

In response, Fincham Parish Council has contacted Longmarsh Green Energy to invite representatives of the project team to attend an extraordinary Parish Council meeting. The purpose of this invitation is to give councillors and the public , who attend, an opportunity to hear directly from the developer, gain a clearer understanding of the current proposals and have structured questions answered, asked by the Parish Council on behalf of the community.

The Council hopes that the meeting will provide an opportunity to seek clarification on the proposed site boundaries, the scale and location of the infrastructure, construction traffic, environmental considerations, safety arrangements and the measures being considered to minimise potential impacts on nearby communities.

The invitation has been made, and the Council will update residents when a response has been received, and meeting arrangements are confirmed.

Fincham Parish Council believes it is important to obtain accurate information and engage constructively with the developer as the proposals progress. The Council will continue to monitor developments, consider the information made available and seek to ensure that the interests and concerns of Fincham residents are properly represented.

Residents are encouraged to read the information published by the developer and take part in the consultation process if they wish to express their views.

Further updates will be provided as more information becomes available.
